Requirements :
- Matric plus NQF level 7/ Bachelor’s Degree in Human Resource Management or relevant qualification, coupled with a minimum of 5 years’ experience in HRA performing the functions of Conditions of Service, Service Benefits, Exit Management (Terminations), HR Records Management and Recruitment & Selection in the Public Service; of which 3 years should be in a supervisory managerial level. Duties :
- Manage and implement the departmental leave policy and leave directives by DPSA; Manage the capturing of leave on ESS; Manage the reconciliation of leave on SAP and Persal; Manage the provision of reports on the utilisation of leave; manage the implementation of PILIR process and procedures; Ensure feedback is given to employees on the outcomes of Health Risk Manager; Develop and review the system of administering processes in the area of Conditions of Service and Service Benefits; Oversee document management of processes in the area of Conditions of Service and Service Benefits; Manage the information dissemination on new revised directives and PSCBC Resolutions regulating Conditions of Service and Service Benefits; Manage the preparation and provision of reports in the area of Conditions of Service and Service Benefits; Manage the preparation and provision of responses to audit queries related to Service Benefits, recruitment & Selection and Conditions of Service; Manage the preparation and provision of responses to legislature questions related to Service Benefits, Conditions of Service and Recruitment and Selection; Manage the leave reconciliation on quarterly basis (leave in general); Oversee Human Resource Records Management System in line with the National Archives Act; Ensure the effective implementation and maintenance of file plan process; Manage the preparation and provision of responses to audit queries related to HR document management; Manage the process of recruitment and selection process; Ensure that logistic arrangements are in order and comply with relevant prescripts; Provide expert advice to the panel during the interviews; Ensure that panel approval is obtained for interview process; Manage the process of employment pre-screening in terms of verification of qualifications, criminal records etc; Oversee the co-ordination of competency assessments for Senior Mangers; Oversee the submission of recommended candidates are submitted to the relevant authority in line with the approved delegations of authority; Monitor the reference checks for approved candidates relating to appointment; Monitor the reference checks for approved candidates relating to appointment; Develop and monitor the system of Employee Exit (Terminations) within the Department; Monitor the implementation of effective system of receiving , recoding and processing of Employee Exit; Prepare Employee Exit reports; Monitor the communication of revised national resolutions and directives regulating the interpretation and implementation of Employee Exit; Prepare and provide responses to questions and audit queries on the administration of Employee Exit; Manage Operational Plan of the Unit; Manage performance and assessments for staff; Manage absenteeism and conduct of staff; Manage development of staff; Provide units quarterly reports; Manage the induction of staff.
