Requirements :

An appropriate NQF level 7 in Social or Public Management or equivalent qualification plus a minimum of 4 years relevant experience at a supervisory/middle managerial level supported by 2 years working experience in the use of performance information management, planning and reporting. Experience in managing, and analysing performance information from various departments or institutions. Initiate interventions with relevant networks and structures develop strategies of ensuring that performance information and reporting is optimised. solid knowledge of Government Planning Frameworks, and Strategic Management within the Public Sector. Knowledge of Public Service Legislative Framework with specific reference to the Public Finance Management Act, Treasury Regulations, DPME and relevant legislation. Working knowledge of the public service. excellent written and verbal communication skills. Excellent understanding of the link between institutional performance and sector performance. Ability to produce quality work, manage deadlines and work under pressure; proven experience of analysing performance information for alignment and verification; Ability to identify opportunities for improvement in performance information and to develop networks for conducting capacity building efforts spanning a range of performance information and indicators.

Duties :

Manage all performance reporting activities of the Gauteng Provincial Government in line with the developmental goals of Gauteng in all priority sectors, as well as the relevant mandates. Carry out effective strategic analysis to improve performance reporting, information compliance and effectiveness. Institutionalise an integrated statutory reporting process and produce quality credible reports for various stakeholders. Advocate for the improvement of the use of performance information and analyses of provincial plans in respect of medium and long 5 term strategic goals, priorities and objectives. Advise on strengthening performance information use and support processes and tools to deepen performance information use including inputs for programme, departments and provincial agencies reviews dealing with Performance Information and improvement processes among others. Analyse and report on alignment of plans and reports of provinces and public entities. Develop performance information management, verification and registry systems and documentation to support the performance information function as well as support provincial and national efforts to improve institutional performance through better performance information in departments in the sector. Prepare presentations, plans, reports, updates by using performance information. Provide strategic review of progress and achievements compared to plans, objectives and outcomes. Maintain a professional demeanor and consult broadly. Analyse and interpret information including audit reports, strategic plans, the annual performance plans, operational plans, service delivery improvement plans, budgets, policies, prescribed governance frameworks and prepare presentations as required. Analyse all departments and agencies’ performance reports and report adequately. Develop reporting tools in consultation with other Provincial stakeholders. Compile reports for the Audit Committee on the qualitative performance. Quality assure the performance information reports before presentation to the Executive Authority, Accounting Officer, Audit Committee, Provincial Treasury, relevant Legislature committees, Premier’s Budgeting Council and other relevant audit committee. Manage the Directorate’s performance, budget and expenditure. Manage staff performance, development, leave and discipline.
