Audit Scotland has warned that the Scottish Government has no clear plan to address a growing shortfall in disability benefit funding. The Adult Disability Payment (ADP), which replaces Personal Independence Payment (PIP) in Scotland, is forecast to drive a funding gap rising to £770 million by 2029–30.

In 2023–24, spending on ADP and PIP in Scotland reached £2.6 billion — £141 million more than the funding available — highlighting mounting pressure on devolved social security budgets. The watchdog says ministers must set out how the gap will be met and how risks to the wider budget will be managed.
The warning places renewed focus on the sustainability of Scotland’s disability support system and the need for a detailed plan to protect recipients while keeping public finances on track.
