Watchdog calls for stronger Welsh plan on disabled people’s rights

The Equality and Human Rights Commission (EHRC) has urged the Welsh Government to toughen its draft Disabled People’s Rights Plan with clear targets, timelines and regular public progress reports, warning that weak accountability has held back real change.

  • Work with disabled people at every stage of policy design, delivery and monitoring.
  • Focus on three pressure points: closing the disability employment gap, reducing school exclusions of disabled learners, and setting national minimum accessibility standards across all transport.

The EHRC welcomed the plan’s long-term intent but said commitments risk becoming symbolic without sharper scrutiny and clear delivery milestones. The advice follows its response to the government’s consultation on the plan.
