The Department of Basic Education (DBE) has taken another step toward strengthening inclusive education in South Africa. An Inclusive Education Stakeholders’ Meeting was held on 9 March 2026 at the DBE Conference Centre in Pretoria under the theme “Every Learner Matters.” The session brought together government officials and partner organisations to improve coordination and expand access for learners with disabilities.
Progress since 2023 was a key focus. A national task team has been working to place out-of-school children with disabilities into formal schooling. This effort, supported by Circular S28 of 2023, has helped move learners from community-based care centres into schools, improving access to structured education.
The department also outlined a shift in how special schools are used. Instead of operating in isolation, they are being repositioned as resource centres that support mainstream schools. This aligns with global standards that promote inclusion within the general education system. These centres will provide specialised support, assistive strategies, and guidance to help schools accommodate learners with diverse needs.
STEM education for blind and partially sighted learners received attention. Practical tools such as tactile graphics, 3D models, screen readers, and assistive devices are already improving access to subjects like mathematics and science. Platforms like Bookshare are helping learners access content in accessible formats, while provinces such as the Western Cape are rolling out devices like Braille Note Touch. Ongoing teacher training remains critical to make these tools effective in classrooms.
The provision of learning materials is also improving. Across provinces, resources such as Braille workbooks, Perkins Braille machines, and specialised software like JAWS are being distributed. Funding has been allocated to expand production and ensure materials are available in all official languages.
Partnerships continue to play a central role. Organisations like Blind SA and the Afrika Tikkun Foundation are supporting access to resources, early childhood development, and school readiness.
The meeting closed with a clear focus on strengthening monitoring and building systems that support long-term inclusion. The next session is scheduled for 25 June 2026.
