Johannesburg empowers people with disabilities through inclusive planning
The City of Johannesburg has hosted an Integrated Development Plan (IDP) session for People with Disabilities (PWD) at the Brixton Multipurpose Centre.
The session was part of the City’s commitment to public participation, ensuring that marginalised communities play an active role in shaping local development priorities.
Recognising the challenges faced by people with disabilities, the City emphasised the importance of their inclusion. “The IDP is the people’s plan, driven by their lived realities,” said Councillor Margaret Arnolds, the Member of the Mayoral Committee for Finance in the City of Joburg.
Attendees from across Johannesburg gathered for the engagement, with the venue buzzing with anticipation. “I travelled from Orange Farm to be here because people with disabilities struggle to access job opportunities. I hope today marks a turning point,” said Zodwa Dlamini, a paraplegic resident.
The session provided residents with direct access to City departments, offering insights into service delivery initiatives and addressing individual concerns. Cllr Arnolds presented the mid-term IDP, outlining key programmes for people with disabilities, including skills development and psychosocial support for individuals and their families.
After the presentation, residents engaged in a robust dialogue with City officials. Some criticised the IDP for lacking clarity on disability-specific issues. “Nothing about us without us. The City must consult PWD before designing programmes,” insisted Vusi Madlalose from Alexandra.
Thandi Khumalo proposed the establishment of a dedicated disability desk to streamline support for PWD-related concerns. Other pressing issues raised included difficulties in accessing disability grants, housing, and employment opportunities.
Councillor Yongama Zigebe, Chairperson of the Section 79 Committee for Youth and People with Disabilities, acknowledged gaps in service delivery, stating: “The City must do more to meet the needs of PWD and ensure accountability in our development strategies.”
The session underscored the importance of cooperation between government and communities to foster inclusive development that leaves no one behind.
